He received a bachelor’s degree in physics from San Diego State University in 1980, where he graduated Phi Beta Kappa. She later earned a master’s degree in electrical engineering from Stanford University in 1981 and a PhD in electrical engineering from Stanford in 1985.
After completing her PhD, Ochoa worked as a research scientist at Sandia National Laboratories in Albuquerque, New Mexico.
